As director for European affairs with the National Security Council from 1989 to 1992, Robert Hutchings was at the heart of policy making toward Europe and the Soviet Union during the dizzyingly fast collapse of the Soviet empire. Drawing on newly declassified documents from the American, Russian, and German archives, he looks back on this period to assess the East European revolutions of 1989, the unification of Germany, and the collapse of the USSR… and the role played by American diplomacy.
