Numerous aides and assistants in Senator Tower’s office worked to help individuals, cities, businesses and even state agencies in their dealings with the federal government. This series reflects the endeavors of these aides and assistants for a period of over 20 years. When the casework was processed, the original sets of files were kept together as received and simply transferred to document cases and described.

The files, most of which are for individuals, were then placed in chronological order, although the time periods often overlap. Consequently, there are nine sets of Agency files, a term apparently used to describe those files handled by staff whose responsibilities involved contact with several federal agencies.

The majority of these files contain correspondence reflecting communications among three parties: the constituent, whether an individual, corporation or state government entity; Senator Tower’s office; and the relevant federal agency. In general, constituents contacted the senator with a plea, concern or inquiry, and his office then corresponded with the appropriate federal agencies. The senator’s staff then replied to the constituents, often enclosing the information or documents his office had gathered. Some files also contain memoranda, notes phone conversation transcripts, printed material, clippings, photographs and maps. Casework files were maintained primarily in Washington, D.C., and later in four state offices located in Austin, Dallas, Houston and Lubbock. State office casework is found in the State Office series except for a small amount that was found intermixed with Washington casework.
